PON METRO

THROUGH A MULTIDISCIPLINARY SOCIAL TEAM, 

The project of the PON METRO CT 3.1.a HABITO – Social Agency for Housing – stems from the detection of the growing housing discomfort in the Metropolitan City of Catania, due to social, demographic and economic changes and problems that have severely tested the municipal and metropolitan welfare system. 

The project is aimed at implementing, within the Social Agency for Housing, the service of integrated accompaniment to sustainable housing by means of a multidisciplinary social team.

As a whole, “Habito” tends to the development, in the metropolitan context of Catania, of a housing-services system aimed at promoting community empowerment, by means of an agency that acts as a service hub for social housing and for the socio-economic inclusion of the most vulnerable families. This integrated platform of services, including integrated accompaniment by a multidisciplinary social team, is based on the methodological paradigm of ‘housing first’.

The service is aimed at people and families belonging to weaker groups, those living in precarious housing and/or at risk of eviction, those in a state of destitution, those at risk of marginalisation due to old age, or because they are disabled or out-of-town students. 

THROUGH A MULTIDISCIPLINARY SOCIAL TEAM, 

The project envisages the activation of the Social Housing Agency, which, through the involvement of a multidisciplinary technical team, will have the task of activating technical services for accompanying people to housing, aimed at expanding the number of rented dwellings and lowering the relative rents.

The Social Housing Agency was set up to facilitate access to sustainable housing solutions, to provide information, guidance and assistance to citizens, and to be a coworking laboratory.

Activities

  • Optimising resources through strategic agreements with qualified subjects operating in the various sectors of intervention such as: Public Administrations, Iacp, Health Services, Real Estate Agent Associations, Landlord and Tenant Associations, Employer and Trade Union Associations, Third Sector, Cpia, Training Institutions, Universities and other subjects operating in the different sectors of intervention; Optimise resources through strategic agreements with qualified subjects operating in the different sectors of intervention such as: Public Administrations, Iacp, Health Services, Real Estate Agent Associations, Landlord and Tenant Associations, Employer and Trade Union Associations, Third Sector, Cpia, Training Bodies, Universities and further subjects active in the different sectors of intervention;
  • Experimentation and development of the innovative “Housing First” model;
  • Establishment of a housing registry for public and private vacant houses;
  • Strengthening of public housing assignees register;
  • Organised supply of housing to increase the supply of temporary and permanent rental housing at subsidised rents;
  • Developing attractiveness strategies and orientation for potential landlords (e.g. assessing the sustainability of the rent for the household);
  • Structuring an accompanying model with a relational approach and orientation towards self-organisation for potential tenants (e.g. integration with home services). Educational support becomes a bridging tool for all, between home and territory, to be defined on the basis of a multidimensional assessment;
  • Constant updating of the housing supply-demand census and proposal for matching applicants and providers;
  • Promotion of social housing, already planned by the Administration, in emergency situations in response to particularly vulnerable conditions;
  • Promotion and support of employability initiatives in order to make housing stability sustainable in close integration with Action 3.3.1 and 4.2.1; the Work Integration Service “SIL”, dedicated to the same target, is also available on the territory, as well as the use of ancillary work;
  • Linguistic and cultural mediation in favour of foreign persons/families.
